The situation was <br /> <br /> <br />materially a~gravated by a severe drought whioh lasted from the early 1890~s to <br /> <br /> <br />1904. <br /> <br />) <br /> <br />"l'he oontroversy was settled by the Convention of 1906 whioh allooated <br />60,000 aore-feet of water from the Upper Rio Grande (above Fort Quitman) for <br />use by Mexioo in the Juarez Valley. Beoause of the allocation Mexioo withdrew <br /> <br /> <br />all olaims against the United States for damages whioh she alleged had resulted <br /> <br /> <br />to the Juarez Valley by inoreased uses of water in the United States. One of <br /> <br /> <br />the purposes of Elephant Butte Reservoir, the oonstruction of whioh was oompleted <br /> <br />in 1915, was to enable the United States to oarry out the terms of the Convention. <br />"No administrative provisions were included in the Convention. It merely <br />provided for the delivery of the 60,000 aore-feet. in aocordanoe with a speoified <br />sohedule, at the International Dam whioh orosses the river between El Paso and <br /> <br />Juarez. Sinoe water both for Mexioan and United States use was oarried in the <br /> <br />river to the International Darn, and since there was no means of oontrolling <br /> <br /> <br />Mexioan diversions at that point, it finally became apparent, that Mexico was <br /> <br /> <br />diverting more than the 60,000 aore-feet provided for in the Convention." <br /> <br /> <br />Strike first sentenoe of second paragraph on page 5. <br /> <br /> <br />Page 7, insert after the second sentenoe of the first full paragraph the <br /> <br /> <br />following: <br /> <br /> <br />"About the SflJlW amount was used by Mexioo in 1944. n <br /> <br /> <br />Page 7. strike the 4th sentenoe of the first full paragraph and add the <br /> <br /> <br />following l. <br /> <br /> <br />"At present an average of eight to ten million aore-feet of water is flowing <br /> <br /> <br />into Mexioo annually, of whioh some four million to five million aore-feet are <br /> <br />.. <br /> <br />.J\ ..~,.__ <br />
