<br />1887 <br /> <br />. <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />WATER YEAR 1988 OPERATIONS <br />WATER YEAR 1989 OUTLOOK <br /> <br />1. <br /> <br />GENERAL <br /> <br />This report is the 20th Annual Operating Plan for the <br />Fryingpan-Arkansas Project (Project). The Project is essentially <br />complete and consists of federally owned dams, reservoirs, conduits, <br />tunnels, pumping plants, a pumped-storage powerplant, electric <br />transmission lines, substations, and other facilities. These features <br />are located in the Fryingpan River and Hunter Creek drainage areas of <br />the Colorado River Basin and in the Arkansas River Basin in central and <br />southeastern Colorado. <br /> <br />These extensive works provide orderly and beneficial use of water for <br />irrigation, hydroelectric power generation, municipal and industrial <br />uses, flood control, and other incidental benefits, such as fish and <br />wildlife preservation and recreation. <br /> <br />. <br /> <br />This report provides the 'basis for increased cooperation and <br />understanding among all concerned with the coordinated operation .of the <br />Project. The report has two main parts. The first part reports the <br />results of actual operations in water year 1988 (October 1,1987, to <br />September 30, 1988). The second part presents operatin9 plans for water <br />year 1989 (October 1, 1988, to September 30, 1989). <br /> <br />The most probable condition of water supply was used in establishing the <br />general plan for future operations. This condition of water supply was <br />derived by statistical analysis of historical water supply data. After <br />review of the monthly snow surveys prepared by the <br />Soil Conservat i on Serv ice, the plan wi 11 be revi sed based on the <br />projected water supply. <br /> <br />The Project was authorized under Public Law 87-590, 87th Congress, <br />H.R. 2206, on August 16, 1962. This law provides that the Project will <br />be operated under the Operating Principles adopted by the state of <br />Colorado on April 30, 1959, as amended December 30, 1959, and <br />December 9, 1960. These Operating Principles were published by the 87th <br />Congress, 1st Session, as House Uocument 130. <br /> <br />II. PROJECT FEATURES IN OPERATION DURING WATER YEAR 1988 <br /> <br />. <br /> <br />Ruedi Reservoir was operated for flood control, recreation, and fish and <br />wildlife purposes. Ruedi water was available for sale on a year-by-year <br />bas is, under temporary contracts based on present needs, and for the <br />four long-term contract holders. <br /> <br />Turquoi se Lake was operated for regu 1 at ion of Project and non-Project <br />water on a service basis, as well as for incidental fish and wildlife <br />and recreation purposes. <br /> <br />1 <br /> <br />J <br />
