r

(ADMINISTRATIVE USE ONLY)

FEDERAL SUBCOMrllTTEE EXAMINATION OF ISSUES
INVOLVING MUNICIPAL AND INDUSTRIAL WATER MARKETING
FROM THE SIX FEDERAL RESERVOIRS ON THE tlISSOURI RIVER

Specifically, we recommend the following answers to the questions
posed in the December 13, 1973, letter to Chairman Neuberger.

Question 1

How much water is it acceptable for the states and the federal
government to market now?

Under current (1970) conditions of upstream ~later use, the

average annual streamflow of the Missouri River at Sioux City, Iowa,

is about 21.8 million acre feet. Technical Group studies project
that 1.4 million A.F. of water would be required annually for the
most likely coal development and 3.0 million A.F. for a reasonable maxi-

mum coal development in the upper Missouri River Basin. Present

applications for industrial water from the six main stem reservoirs

total 434,000 acre feet per year.

The Secretaries of the Army and Interior may jointly agree that a
block of main stem reservoir water may be used for M & I purposes under

the PSI~BP.

The Secretaries of the Army and Interior may jointly contract to
sell a block of main stem reservoir water to state agencies or to indivi-

dual users.
