<br />Annual Report For 1974 <br /> <br />The Fish and Game Commission have endeavored towork out some of the <br />problems generated by the transfer of Catlin water downstream to John I <br />Martin Reservoir. They are being askedby downstream ditches to provide for <br />the Joss of return flow from this water transferred from its normal location. <br />They will be expected to dry up the land from which the water is removed and <br />amount for evaporation in the Pool established as well as to draft Rules & <br />Regulations satisfactory to the Compart Administration and the downstream j <br />water users. Water will have to be measured more accurately when John <br />Martin Reservoir is declared empty and water is passed through to down- <br />stream users in Colorado. <br /> <br />The agreement with the Ft. Lyon (or the exchange of water from the <br />Thurston Reservoir, stored there under the old Prince Reservoir decree <br />for Amity Water Crom the Queen Reservoir seems close to a reality if water <br />becomes available this year Cor storage by both parties. This water is to be <br />delivered through the May Valley Seepage Ditch. <br /> <br />Although Rules & Regulations have been drafted to restrict and control <br />pumping of underground water by the State Engineer no restrictions were <br />enCorced during the irrigation season, but priorities Cor surface approp- <br />riations were strictly enforced. <br /> <br />The Fish & Game Department has agreed loassume jurisdiction over the <br />recreational facilities connected with the waters of the Great Plains Reser- <br />voirs. They have the man power to maintain adequate control over boating, <br />skiing and swimming in the Reservoirs and will probably establish parking <br />and rest facilities at certain locations (or the public, <br /> <br />The Case brought against the Amity Mutual Irrigation Company, The <br />Ft.
