<br />'on~583 <br /> <br />provide the Council with data and a review and evaluation of policy <br />alternatives as a basis for Council action. <br /> <br />Initially, the staff will be engaged in three concurrent efforts: <br /> <br />1. The development of draft statements of criteria and assumptions <br />to be applied by the Council in arriving at its recommendations <br />to the Governors. These will relate to matters of engineering <br />feasibility, economic feasibility, political responsibility, legal <br />considerations, ethical desirability, "the protection and further- <br />ance of state and local interests" and such other factors as may <br />be relevant. <br />2. An intensive review and evaluation of the plans and activities <br />of the states and the federal government in developing current <br />and long-range estimates' of water needs and water resources <br />in the eleven contigous western states and related areas. The review <br />will include: <br />a. Description of content and time schedule for completion of <br />current studies. <br />b. Identification of gaps in the information. <br />c. Suggestion of appropriate means of correcting the inadequacies <br />of the information. <br />3. Preparation of synopses of: <br />a. The suggestions for water resource developments requmng <br />or affecting interbasin diversion of western water, summarizing <br />the basic goals, . effects, and interrelationships of the <br />suggested diversions, and <br />b. Proposed state and federal legislation relating to (interbasin <br />diversion of) western water resources. <br /> <br />The Council meets quarterly with the regular annual meeting in July <br />to review staff progress. The July meeting is the annual meeting, at <br />which recommendations relating to deficiencies in the water informa- <br />tion and work programs for the ensuing year are determined. <br /> <br />- 22- <br /> <br />~~f~I3~t)B~ <br /> <br />..... - -...
