<br />'''06f.l5 8 2 <br /> <br />ANNEX 3 <br /> <br />PROGRAM FOR ACTION <br /> <br />The Western States Water Council was formed on August 3, 1965 at <br />Stateline, Nevada, pursuant to action by the Western Governors' Con- <br />ference at its meeting in Portland, Oregon, on June 12, 1965. The <br />purposes and functions of the Council are described in Articles II and <br />IV of the Council's Rules of Organization: <br /> <br />ARTICLE II - PURPOSE <br /> <br />liThe Purpose of the Western States Wl ter Council shall be to ac- <br />complish effective cooperation among western states in planning for <br />programs leading to integrated development by state, federal, and <br />other agencies of their water resources. 11 <br /> <br />ARTICLE IV - FUNCTIONS <br /> <br />liThe functions of the Western States Water Council shall be to: <br />(1) Prepare criteria in the formulation 0 f pIa ns for regional <br />development of water resources to protect and further state <br />and local interests. <br />(2) Undertake continuing review of all large-scale interstate and <br />inter basin plans and projects for development, control or <br />utilization of water resources in the western states and sub- <br />mit recommendations to the Governors regarding the compat- <br />ibility of such projects and plans with an orderly and optimum <br />development of water resources in the western states. 11 <br /> <br />In seeking to accomplish its purposes and perform its functions, the <br />Council will establish an office and employ a small staff.
