<br />000578 <br /> <br />not be greater, but may be less, than would have been the <br />case had there never been an export from those states under <br />any such plan. <br /> <br />ARTICLE IV - FUNCTIONS <br /> <br />The functions of the Western States Water Council shall be to: <br />(1) Prepare criteria in the formulation of plans for regional devel- <br />opmen t of water resources to protect and further state and <br />local interests. <br />(2) Undertake continuing review of all latge-scale interstate and <br />inter basin plans and projects for development, control or <br />utilization of water resources in the western states and sub- <br />mit recommendations to the Governors regarding the com- <br />patibility of such projects and plans with an orderly and <br />optimum development of water resources in the western states. <br /> <br />ARTICLE V - MEMBERSHIP <br /> <br />(1) The membership of the Council shall consist of not more <br />than three representatives of e.ach of the states of Arizona; <br />California,Colorado, Idaho, Montana, Nevada, New Mexico,' <br />Oregon, Utah, Washington, and Wyoming appointed by and <br />at the pleasure of the respective Governors. The states of <br />Alaska and Hawaii shall be added to membership if their <br />Governors so request. <br />(2) Member states may name alternate representatives for any <br />meeting. <br />(3) Any state may withdraw from membership upon written notice <br />by its Governor. <br /> <br />- l7 - <br />
