<br />.000577 <br /> <br /> <br />ANNEX 2 <br /> <br />WESTERN STATES WATER COUNCIL <br />R U L E S 0 FOR GA N I Z A T IO N <br /> <br />ARTICLE I - NAME <br /> <br />The name of this organization shall be "The Western States Water <br />Council" . <br /> <br />ARTICLE II - PURPOSE <br /> <br />The purpose of the Western States Water Council shall be to accom- <br />plish effective cooperation among western states in planning for pro- <br />grams leading to integrated development by state, federal, and other <br />agencies of their water resources <br /> <br /> <br />ARTIC LE III - PRINCIPLES <br /> <br />Except as otherwise provided by existing compacts, the planning of <br />western water resources development on a regional basis will be pre- <br />dicated upon the following principles for protection of states of origin: <br />(1) All water-related needs of the states of origin, including but <br />not limited to irrigation, municipal and industrial water, flood <br />control, power, navigation, recreation, water quality control, <br />and fish and wilt1life preservation and enhancement. shall <br />be considered in formulating the plan. <br />(2) The rights of states to water derived from interbasin trans- <br />fers s hall be subordinate to needs within the states of <br />origin. <br />(3) The cost of water development to the states of origin shall <br /> <br />?~~,~~~Jf~~i7~."~ ~.,:-~, <br /> <br />fill <br />'~:-I'.:!" . ~.}, ..,/~-a <br />.....
