(}(}(}:) 7 D <br /> <br />TEXAS AND THE WESTERN STATES <br />WATER COUNCIL <br /> <br />By letter dated February 10, 1966, Governor John Connally of Texas <br />applied to the Chairman of the Western Governors' Conference for <br />membership for the State of Texas on the Council. By letter of May 25, <br />1966, Governor Tim Babcock, Chairman of the Western Governors' <br />Conference, informed Governor Connally "that it was the conclusion <br />of the Governors - at least for the time being - to hold in abeyance <br />the question of full. membership by Texas." Governor Connally Was <br />invited "to designate official observers to attend the meetings of <br />the Water Council and to participate in its deliberations, without <br />vote or financial obligation. II This invitation was accepted and Texas <br />observers - Mr. Mills Cox of Gay Hill, and Mr. Marvin Shurbet of <br />Petersburg - attended all subsequent Council meetings. <br /> <br />- 9 - <br />
