Do you see this project as a turning point in water <br />development, from publlc projects to privately-owned <br />water development companies? <br /> <br />A. 1 think that there's going to be a greater and greater <br />need for public and private partnership in developing <br />water. When one looks at the state of our treasuries in <br />government whether it's at the federal level, the state lev- <br />el or the local level, you can rapidly see that they need <br />some type of assistance from private capital that has not <br />been there in the past. <br /> <br />Q. Do you feel that these private companies should oper- <br />ate UDder the same environmental constraints that a pub- <br />Ilc project, sucb as Two Forks, would? <br />A. Completely, yes. <br /> <br />Q. Will you bave a buyer for tbe Front Range water <br />named by the Oct. 1991 trial date? Or do you bave one <br />now? <br />A. We have no contrac:ts except our contract to use the <br />water in the San Luis Valley. We have no contracts on <br />the Front Range. I can't tell you when that will be <br />done...We have discussions underway with several <br />different entities that would like and need water. <br /> <br />Q. Wben and If )'ou do bave a buyer, bow do you ex- <br />pect the water to be priced? <br />A. Tbat would be a lot easier to answer if I had a coup- <br />le contracts in place. Water today, developed water in <br />the metropolitan area, probably has a value of between <br />$4,000 and $6,000 an acre-foot. That does not take into <br />.~ consideration the cost of devloping it...Our project to <br /> <br /> <br />bring water to the Front Range would cost about <br />$150,000.000. <br /> <br />Q. Your clIent, tbe public side of your partnersbip, <br />would it finance any part of the project.? <br />A. We'd bope to arrange public-private financing. That <br />some way the private capital could help the public <br />financing. <br /> <br />Q. The water rigbts (for an augmentation plan), I would <br />presume, would be fairly senior water rigbts tbat you <br />bave acquired on tbe Rio Grande? <br />A. We think that all of the water rights that we have or <br />all of the augmentation sources are more than adequate. <br />to cover any impact that we're going to have. <br /> <br />Q. My most important question Is: Valley farmers bave <br />been denied confined aquiferwell permits since 1970, <br />wbat gives you bope that suddenly they (water court <br />judges) are going to have a change of beart? <br />A. I guess the administrative action of denying a well <br />permit and the legal action supported by factual infor- <br />mation, we think, is a justifiable pursuit. (We think) <br />that there is a tremendous amount of water there that <br />is not being utilized and can and should be developed. <br />Under Colorado water law, we believe tbe legal basis for <br />developing that is there. <br /> <br /> <br />Q. Can you recap the recent ownersblp of the Baa <br />Rancb? <br />A. We acquired the Daca from Tosco, it may have been <br />a subsidiary of Tosco. Tosco is an oil company, I be- <br />lieve in Los Angeles. Tosco bad acquired it from a com- <br />pany called Arizona Land and Cattle Company (AZL). <br />Tosco purchased AZL and as part of that acquisition, <br />they obtained the Baca.
