INTRODUCTION <br /> <br />This Hydrologic Characterization report for Naval Oil Shale Reserve <br />No. 1"(NOSR 1) summarizes the hydrologic information obtained durin9 the <br />multi-year predevelopment program conducted by TRW for the U.S. Department <br />of Energy. This work was performed under contract No. DE-ACOI-78RA32012 as <br />part of the effort to establish baseline environmental conditions and to <br />provide important hydrologic information as input into development <br />planning. <br /> <br />The objectives of hydrologic data collection and monitoring activities <br />are as follows: <br /> <br />. Establish baseline data on the quantity and quality of surface and <br />groundwater resources for environmental analyses and for <br />development planning. <br /> <br />. Establish a surface and groundwater monitoring network to allow <br />evaluation of future water quantity and quality changes due to oil <br />shale development activities and to allow assessment of the <br />effectiveness of mitigating measures. <br /> <br />. Desi9n and carry out a 9roundwater test program to determine the <br />nature of the groundwater system on NOSR 1. <br /> <br />Results from the data and monitoring activities are documented in a <br />companion report "NOSR 1 Hydrology Data Book", dated March 1982. This <br />hydrologic characterization report summarizes characteristics of the <br />baseline hydrologic system on NOSR 1 including inflow (precipitation), <br />outflow (surface, groundwater, and evapotranspiration), and water quality <br />(surface and groundwater). <br /> <br />2.1 PROGRAM BACKGROUND <br /> <br />In September 1976, the U.S. Geological Survey agreed to establish, <br />operate, and maintain a surface water and precipitation monitorin9 network <br />on NOSR 1 for the U.S. Department of the Navy. Under this agreement, five <br />surface water gages, three precipitation gages, one climate station, and <br />one snow course were established and maintained for a period of three <br />years. In 1979 and again in 1981, this work agreement was extended.
