<br />, ',' ~ <br />, I <br /> <br />Appendix A <br /> <br />SUMMARY OF HEARING <br />REPORT #6, INTERSTATE WATER USES AND CONFLICTS <br />2:00 p.m., 7:00 p.m. <br />SEPTEMBER 8, 1982 <br />Lincoln, Nebraska <br />Nebraska Slate Office Building <br /> <br />PUBLIC NOTICE <br />Legal notice of this hearing was published in <br />eight newspapers across the State of Nebraska. <br />Press releases were sent to every newspaper <br />and radio station in the slate. <br />HEARING PROCEDURE <br /> <br />This hearing was held simultaneously with <br />hearings on two other Selected Water Rights <br />Issues Policy Study reports and on the Municipal <br />Water Needs Policy Issue Study. Robert W. Bell <br />and Henry P. Reifschneider presided jointly over <br />the hearing and James A. Cook conducted the <br />hearing, A brief summary of each report was <br />presented prior to the receipt of testimony. Those <br />present were given an opportunity to testify on all <br />of the reports. An informal question and answer <br />period was then conducted. and an opportunity <br />for additional testimony was offered prior to the <br />conclusion oflhe hearing. <br /> <br />TESTIMONY OFFERED <br /> <br />1. Mr. Richard Slama. Lincoln, Nebraska. <br />Mr. Slama offered testimony on two major issues <br />addressed in the report on Interstafe Water Uses <br />and Conflicts: weather modification and recog. <br />nition of instream uses. He was concerned that <br />more research should be directed towards ex. <br />amining the impact that irrigation may be having <br />on weather and not just on the technical aspects <br />of cloud seeding. He expressed his opinion that <br />the recognition of instream uses was a bad <br />philosophy and that the state would do better to <br />keep as much water in the state as possible and <br />to use it on the land. This could be accomplished, <br />he suggested, by a network of small dams across <br />the slate holding up water on streams near the <br />source. and which could also be used to maintain <br />a base streamflow. <br /> <br />A.' <br />
