<br />L;' :'1 -' .~J 1) <br />U \j l) '...... <br /> <br />Introduction <br /> <br />The primary purpose of this study is to identify <br />the policy alternatives relating to interstate water <br />use and conflict. In order to assess these altern- <br />atives, it is necessary to view them in light of <br />existing conditions with respect to interstate <br />streams flowing in and out of Nebraska and <br />interstate groundwater aquifers. Consequently, <br />a general abbreviated summary of the interstate <br />stream systems and some of the interstate <br />groundwater aquifers in Nebraska is provided in <br />the first chapter. It serves the twofold purpose of <br />(1) introducing those readers who are unfamiliar <br />with these interstate stream systems and <br />aquifers to their general physical characteristics <br />and any legal entitlements or obligations affect- <br />ing them, and (2) serving asa concrete reference <br />for the remainder of this report which examines <br />institutional mechanisms for resolving conflicts <br />which could arise with respect to them. <br />Weather modification is another activity which <br />can affect the interstate use of water to the <br />extent it supplements streamflow or causes an <br />increase in precipitation. The limited amount of <br />weather modification activity that has occurred <br />in Nebraska is also summarized in Chapter One. <br />Most of the weather alteration activity in this <br />region, however, has been conducted in other <br />states. Therefore, the emphasis in this report is <br />placed on its interstate aspect. <br />An analysis of the traditional institutional <br />mechanisms which have been used to allocate <br />the waters of interstate streams and resolve <br />interstate water disputes is contained in Chapter <br />Two. A few illustrations of the types of conflicts <br />which could arise are also presented. Finally, <br />Chapter Three will evaluate a variety of policy <br />alternatives available to the state for developing <br />institutional mechanisms to promote greater in- <br />terstate agreement, to improve Nebraska's <br />position for future interstate allocations, and <br />pertaining to interstate weather modification <br />activities. <br /> <br />III <br />
