Develop uniform or cOlnffionly-acceptable hydrologic pro- <br />cedures including frequency analysis, flood and water resource <br />determinations, flood routing, resOlrvoir regulation and other <br />hydrologic analyses where differing approaches could affect <br />the comprehensive development of the watershed. <br /> <br />g. Adopt uniform approach to hydrologic criteria for planning <br />and design such as storage allocation for flood control, <br />spillway design, safety factors, <br /> <br />3. That hydrologic coordination with respect to items h, i, j, 1, <br />and m can be resolved at local level, contingent upon action at <br />Washington level on items d, e, l' and g as stated in 2 above. The <br />subject titles of the foregoing items are: <br /> <br />h. Reach a common understanding on and take account of the <br />effects of all water use and control measures. <br /> <br />i. Establish a uniform approach to the analysis, effect, and <br />control of sedimentation. <br /> <br />j. Establish a uniform approach to the analysis, effect, and <br />control of the chemical and physical qualities of water. <br /> <br />1. Analyze the water reC\"irement~ of the watershed, both for <br />the present and future. <br /> <br />m, An::llyze the flood damage concli t:i.ons of the watershed, <br />taking into consideration cstima t'3d future development of <br />the watershed. <br /> <br />_ 4. That the studies in progress discussed in Section II, PRESENT <br />STA'l1JS OF RESEARCH PllOGRMS UNDER ['JAY TO DF,T'%'1INE EFFECT OF UPSTREAM <br />RESERVOIRS UPON DO,mSTR'JLM WATSR Ylf,rD, are important and valuable <br />studies and their results should be of particular interest to the mem- <br />bers of the Committee. <br /> <br />b. Recommendations <br /> <br />As a result of the discussion anct deliberations of the <br />committee and the conclusions listed herein, the following are <br />recommended: <br /> <br />1. It i.s recommended with respect to items covered by paragraph one <br />of the ~onclusions that AINRBIAC take whatever action is necessary at <br />the time problems in connection with th8S.;; items arise a <br /> <br />2. With respect to items covered by p~ragraphs 2 and 3 of the con- <br />elusions, it is recommended that A,mBIAC consid'~r the preparation Df a <br />stat.ement to IACWR calling attention to the need for the'establishment <br /> <br />- 15 - <br />
