.

.

III. CONCLUSIONS AND REcnl~,~SNDATIONS

The more im~ortant plWSC2~ of hJ'droloo;ic analysis requ~r:Lng
coordination have been discussed in Section I, HYDROLOGIC COORDINATION
REQUIRED - FACTS AND ANALYSES TI!,;,tiEOF, covering assignments (a) and
(b), There is outlined under Section II, PRES":NT STATUS OF RESEARCH
PROGRANS UNDER WAY TO DETERMINE EFFECT OF' Ui'STREAM RESSRVOIRS UPON
DOWNSTREAM WATER YIELD, findings with respect to assignment (c).

a. Conclusions

After considerable discussion and deliboration it was concluded
that some of these phases of hydrologic analysis can be achieved by co-
ordinated field-level studies. Other phases, however, have a history of
unattained coordination which in large part may be ascribed to different
policies and planning procedures established by higher authority in the
several Federal investigating agencies, and consequently, are not
susceptible to resolution at field level. In view of the foregoing,
your committee has reached the following conclusions:

1. That hydrolo'!,ic coordination with res"ect to items a,
and n, discussed in Section I, C2,n be resolved at loeal level.
subject titles Df the forecioing items are:

b, c, k,
The

a. Collection of and a!;resment on factual dat.a by watersheds
with res]lect to the TJl1ysic,31 f;oct.c,r:: "hi~h affect the rate,
amount 111ld quality of runoff.

b. Det2rmine the areal SJurce of' runoff within the watershed
and establish the runoff characteristics.

c. Establish a critical dry ]leriod or p9riods for all sec-
tions of a watershed.

k. Establish th8 relationshins of water laws and rights to
water use and control develonment in hydrologic analyses.

n. Establish operati.onal procedures both for oro.jects ex-
isting and anticipated for the future to Lest serve all
useful purpOses.

2. That hydrologic coordination with respect to items d, e, f, and
g must be rcsolvgd at ',o/ashington level. The subject titles of the fore-
going items are:

d. Establish the flood histor,f of th8 watershed, including
magnitude and frequency of floods throu~lout the watershed,
and the origin and characteristics of the floods.

c. Establish unifom hydrologic factors for the watershed,
such as infiHration indices, times of runoff corcontr(ltion,
travel times, channel losses, transportation losses, and
evaporat.ion,

- Ih -
