It is intended that these phases <br />pravide a general guidel ine to the cammittee effarts, and that each phase' <br />will be fully developed and refined by the committees. ' <br /> <br />A scape of work far Phase I has been developed and is under- revi ew by the <br />spansoring organizations. Phase I needs to' begin by April of 1987 in order <br />to have the apprapriate stream flow conditions to perfarm the necessary , <br />field work. It is intended that Phase I be canducted under the leadership <br />of U. S. Fish and Wildlife Natianal Ecalagy Center with assistance fram <br />valunteers under tne terms of a Memorandum of Understanding (M.O.U.). The <br />M.O.U. is expected to include the Rocky Mountain Flycasters, the Paudre <br />River Trust, The City of Fort Collins, the Colorado Division of Wildlife, <br />the U. S. Forest Service, and the U. S. Fish and Wildlife Service National <br />Ecalogy Center." The cast of Phase I is minimal. Because of the volunteer <br />effarts, the initial phase will cost approximately $4000 far work valued at <br />approximately $20,000. The necessary funds will be provided by the three <br />major sponsars of the PRCFP. Phase I shauld be campleted before the end of <br />'1987, and planning and initiatian af other phases can mave forward during <br />that time. <br /> <br />Casts of the additianal phases are difficult to' estimate at this time. It <br />is intended that the cammittees will develap cast estimates as the praject <br />praceeds and will also' investigate public and private funding saurces, The <br />initial cast autlays may be applicable as matching funds far patential <br />grants fram the Calarada Divisian af Wildlife ar fram the U, S, Farest <br />Service thraugh the Natianal Recreatian Area study. <br /> <br />9 <br />
