'" " <br /> <br />In i t i ally the committee woul d be com~osed of representat i ves of the three <br />sponsoring organizations and the oth~r groups and organizations that have <br />provided input into development of t~e plan. The first effort of the <br />committee would be to identify and solicit the participation of all parties <br />which may have an interest in the project. As the committee develops ,the <br />overall plan, subcommittees may be f~rmed to coordinate various functions <br />of the committee and to oversee the ~arious phases of the study based on <br />the expertise and interests of the me)nbers. A possible organizational <br />structure of subcommittees is outlinea in Figure Orie~--InniallY the City <br />will provide a staff member to chair ~he committee bnt~l such time as <br />,another chair is selected from the me)nbership or a consultant is hired to <br />coordinate the committee functions. Functions of the committee include the <br />foll owi ng: <br /> <br />1. Identify parties interested 1n the plan and solicit their <br />participation. ' <br /> <br />2. ,Define scopes of work and ti~e schedules for each phase of the <br />project. ' <br /> <br />3.
