<br />orn6H <br /> <br />Report of tho Regional Director <br /> <br />(a) In 'lisi?osing of energy generated at the <br />project, to give preference and i?riority to pub- <br />lic bodies and cooperatives. und, to this end, <br />to embody in contracts with private purchasers <br />engaged in the business of selling electric energy <br />to the general nublic, provisions that the Secre- <br />tary may cancel such contract upon reasonable no- <br />tice in writing, if, in his judgmont, any part of <br />ef the electric energy purchased under suoh con- <br />trect is likely to bo noedod to satisfy the require- <br />ments of public bodies or cooperativos; and <br /> <br />..' <br /> <br />(b) To establish ~ower rates for the project <br />at the lewest possible rates to consumers consis- <br />tent with the purposes hereinabove set forth and <br />with sound business principlos. but in no event <br />loss than suffioient te return within a reasonable <br />poriod, in addition to tho annual oporation and <br />maintonance expensos chargeable to power and the <br />annual amount required for maintenance of replace- <br />ment reservos, tho total construction costs allo- <br />cated to power together with interest on the unpaid <br />balanco at the rate por annum providod by the <br />Reclamation Project Aot of 1939, as it may be <br />amondod from time to tine. and the total oosts <br />which aro assigned to be roturned frem power <br />revenues, though allocated to ether purposos, <br />by the applioation of interest on. tho power in- <br />vostment to the return of nonpower costs allocated <br />to be repaie by powor. In doterminin~ rates here- <br />under there shall be taken into account from time <br />to time actual costs incurred and revenues realized <br />and the Seoretary's estimates as to oosts yet to <br />bo incurre: on authorized ~rojeots and as to future <br />revenues. <br /> <br />(6) That annual appropriations for operation, main- <br />tenance, and replacement exponses chargeab10 to purposes for <br />which allocable construction costs have been determined non- <br />reimbursable, includinr fish and wildlife conservation, <br />flood control, po11utien abatement, recreation, and sediment <br />control, likewise be troated as nonreimbursable. <br /> <br />30 <br />
