<br />001643 <br /> <br />Report of the Regional Director <br /> <br />requirements of the Federal Reclamation laws govern- <br />ing the submission to tho President and the Congress <br />of a finding of engineering feasibility. <br /> <br />(2) Tho. t the water UBers shall be required to <br />pay only that part of tho estimnted censtruction <br />cest which, in the judgment of tho Secretary up en <br />considorati0n of all appropri~te foctors, they should <br />reasonably be expected to repay. <br /> <br />-, <br /> <br />(3) That the making of a reryort and findings <br />pursuant to subsections (a) and (b) of section 9 <br />of the Reclamation Project ~ct of 1939 shall not be <br />a condition precedent to commencement of construction; <br />but when the actual construction cost of the project <br />is finally determined, the Socretary shall report <br />to the President and the Congress sh8wing the actual <br />construction cost, the amount thereof assigned to be <br />repaid by the water users os provided in (2) above, <br />the amount theroof allooated to munioipal water <br />supply or to other miscollaneous purposos and which <br />probably will be roturned to the United States, the <br />amount therJof allooated to be returned from pewer <br />rovenues (tnis inciuding the amount property allooablo <br />to other purposes but assignod to be returned from <br />power revenues)f and the nonreimbursable ameunts there- <br />of allocated to fish and wildlife conservation, .flood <br />oontrol,. pollution abatcr.1Ont, rocreati'lfl, and sediment <br />oontroL <br /> <br />(4) That the Secretary bo authorized and directed <br />to construct,. operate, and mIlintain and impreve suoh <br />eloctrio transmission lines and substations, and facili- <br />ties and structures appurtenant thereto, as he finds <br />necessary or appropriate for the purpose ef transmitting, <br />to existing and potential markots, clectrio energy avail- <br />able for sale from the projoct, and, for the purpese of <br />interchange of energy, to interconneot the project with <br />other private or public projects now or hercaftor con- <br />structed. <br /> <br />(5) That, in order to encourage the widest possible <br />use of electric energy the.t can be generated and marketed <br />and to prevent the monopolization thereof by limited <br />groups, the Secretary be authorized and directed, <br /> <br />29 <br />
