To so conserve and make use of these waters for irri- <br /> <br />gation, power, industrial development, and other purposes, lllI <br />to create the greatest benefits. <br />5. To maintain conditions of river flow tor the benefit <br />of domestic and sanitary uses of this water. <br />In order to accomplish these purposes the project should <br />be operated by an unprejudiced agency in a fair and efficient <br />manner, equitable to all parties having interests therein, and in <br />confozmity with the follOl1'ing particular stipuJ.atioDSI <br /><a) The Aspen Reservoir, or similar facilities, shall <br />be constructed and IIIllintained on the Roaring Fork River <br />above the town of Aspen, Colorado, with a eapacity of 22,500 <br />acre-feet of water, with a reasonable expectancy that it <br />will fUl annua~. Of said capacity, 15.500 aore-feet of <br /> <br />water stored therein shall be available as replacement in <br /> <br />western Colorado. of the water which would be usable there <br /> <br />if not diverted by said project, to wit, 10,000 acre-teet <br />from the Fryingpan River, 500 acre-feet fr(JJI Hunter Creek, <br />and 5,000 acre-.teet additional water fram the Upper Roar- <br />ing Fork River by the Twin races llI.version. The remaining <br />7,000 acre-feet shall be available .tor industrial usage. <br />Allor said stored waters shall be released under the con- <br />ditions and limitations hereinafter set forth <br />. <br />(b) Whenever the demands for irrigation in the Colo- <br />rado River Basin between the project diversion points and <br /> <br />~ <br />
