I t t.1~...1 J <br />~f.I v:,'...,"V ' , <br /> <br />(8) A power system consieting of to miles of pOliBr canals;/\6 <br />powerplants; substations; and the transmission lines to be known as the <br /> <br />Arkansas Valley Power System. <br /> <br />('_ Manner of operation of pro.iect facilities <br /> <br />The construction and operation of this project will change the <br /> <br />regimen of the Fryillgpan River below Norrie, the Roaring Fork River <br /> <br />below Aspen, and the Colorado River below the mouth of the Haering Fork <br /> <br />River. The project contemplates the maximum conservat ion and use of the <br /> <br />waters of the Fryingpan and Roaring Fork Rivers and involves all of the <br /> <br />construction features heretofore listed. The project must be operated <br /> <br />in such a manner as to most nearly effect the following primary purposes: <br /> <br />1. To presene the vested and future rights in irrigation. <br /> <br />2. To preserve the fishing and recreational facilities and <br /> <br />the scenic attractions of the Colo1'8do and the Arkansas Rivers. <br /> <br />3. To presene the natural minimum flows of the Fryingpan <br /> <br />and Roaring Fork Rivers on the Western Slope. <br /> <br />4 <br />
