<br />On June 25, 1974, Official, from the Di,trict
<br />testified before the Committee on Interior and Insular
<br />Affairs of the 'United States House of Representatives.
<br />and on July 16, 1974, before the Committee on In~
<br />terior and Insular Affairs of the United States Senate
<br />requesting reauthorization of the Fr}'ingpal1.Arkansa~
<br />Project, and the inclusiolJ of the second 100 megawatt
<br />unit at the Mt. Elbert Power Plant. Bills authorizing
<br />such reauthorization were introduced by the Honorable
<br />Frank E. Evans. Member, of Congress, aIId the Honor.
<br />able Floyd Haskell, Member of the Senate. This action
<br />was deemed necessary due to the anticipated increase in
<br />the completion costs of the Project over the amount
<br />estimated in 1962, and to authorize the construction
<br />of the second ] 00 megawatt unit. The Members of
<br />Congress heard the testimony of the Secretary of In.
<br />terior, Commissioner of Reclamation and the District,
<br />and~ subsequently. approved the Legislation, taking
<br />into consideration the fact that annual construction
<br />cost increases since 1962 have far exceeded those en.
<br />visioned at that time, and that Environmental Enhance-
<br />ments imposed 5ince 1969 have added costs not fore-
<br />seen in earlier projections. The added Power Unit
<br />was also recognized as being absolutely essential in
<br />the National Interests, when there is a pO\,\'er shortage;
<br />a projected shortage of fuel for conventional Power
<br />Plants! and the fact hydroelectric power is non. pol-
<br />luting, and can be made available as Peaking Power.
<br />The Legislation authorized by the Congress, and later
<br />signed into Law by President Gerald Ford, increases
<br />the appropriation ceiling from the original amount
<br />of $170 million to $432 million, plus non-reimbursable
<br />item, of $69 million. for a total of $501 million. The
<br />Board of Directors 'expresses its profound gratitude
<br />to Senator Floyd Haskell, who introduced the Bill in
<br />the Senate, to Senator Dominick who supported it; and
<br />to Congressman frank E. Evans, who introduced the
<br />Bill in the House, and to Congressman William Arm-
<br />strong and James Johnson, who gave great support.
<br />District Officials are gratified ~y the fact the
<br />While House and the Congress of the United States
<br />saw fit in FY 1973 and 1974 to appropriate suHicient
<br />funds to contiIlue construction on the Fryingpan-Ark-
<br />ansas Project. 'Work progressed well on the massive
<br />Pueblo Dam, with cement work being completed in
<br />October, and earth work nearing completion when
<br />weather caused curtailment in December. Excellent
<br />progress was made at the Mt. Elbert Pumped.Back
<br />Storage Plant~ and construction was started on the
<br />Cunningham Tunnel. Work continued on Field
<br />Studies for the Proposed Municipal Pipelines j the Mt.
<br />Elbert Conduit and other remaining Features of the
<br />Fryingpan.Arkansas Project. Work continued on the
<br />Trinidad Dam, and Preconstruct ion Engineering work
<br />was completed on the Las Animas Flood Control Pro-
<br />ject, which will permit construction to commence in
<br />1975.
