<br />Colorado State Statutes provide the DistriCt shall
<br />be under the direction of a Board of Directors repre-
<br />senting the area covered by the District. The Court
<br />Order creating the Southeastern Colorado Water Con-
<br />servancy District Ruled that each of the nine Counties
<br />in the District would have two appointed Directors,
<br />with the exception that one person would represent
<br />that portion of Prowers and Kiowa Counties within
<br />the District. Other Counties repre~ented are: Chaffee,
<br />Fremont, EI Paso, Pueblo, Otero, Crowley and Bent.
<br />
<br />The members appointed to the Board are obli~
<br />gated to carry out not only the provisions of the State
<br />Statutes. but are also bound by such other agreements
<br />and contracts as are entered into by the District in the
<br />conduct of water business in the interest of the presellt
<br />and future citizens within the confines of the Con-
<br />servanc}' District.

<br />On February 21, 1974, the Honorabale Matt J.
<br />Kikel, District Judge, in Pueblo, appointed Alferd
<br />Putnam, of Bent County~ to succeed Joe Purvis who
<br />had resigned for personal reasons.
<br />
<br />On April 18, 1974. Judge Kikel appointed Ken,
<br />neth Carter) of Crow ley County, to succeed Herbert
<br />Schroeder; and Robert Northrup, of Prowers County,
<br />to succeed James Wagner. Both Schroeder and Wag-
<br />ner were Charter members of the Board, who had re-
<br />quested to be replaced for personal reasons. In addi.
<br />lion to Mr. Putnam and Mr. Northrup, Judge Kikel
<br />Reappointed 13 director!:1 who had served the previous
<br />term, and gave the oath of office to the following who
<br />will comprize the Board for the term 1974.75:

<br />Appointments to the Board are considered very
<br />carefully by Judge Kikel. In evaluating Reappoint-
<br />ments) he requires each Director to request considera-
<br />tion for Reappointment by Betting forth in writing
<br />reasons why they wish to continue to serve. When
<br />vacancies arise~ he requires letters of Application from
<br />each person requesting consideration, along with let-
<br />ters of recommendation from Governmental Agencies,
<br />water related organizations and individuals within the
<br />County involved. He then personally interviews each
<br />Applicant before making his final Appointment.

<br />On may 16, 1974, the members of the Board of
<br />Directors Re-elected the following Officers to serve

<br />The Board of Directors meet monthly. at the
<br />District Offices, 905 Highway 50 West, Pueblo, Colo.
<br />rado, and all meetings are held on the third Thursday
<br />of each month at 10:00 a.m., unless the Board, by
<br />majority vote, elects to change the date, or the place
<br />or both. Visitors and members of the news media are
<br />always cordially invited to attend the Board meetings,
<br />and the Directors are pleased with the large number
<br />of such persons who attend.

<br />TESTIMONY BEFORE CONGRESS
<br />
<br />In his Budget Message for FY 1975, President
<br />Richard M. Nixon recommended to the Congres!:1 of
<br />the United States an appropriation of $27,730.000 for
<br />continued construction on the Fryingpan-Arkansas
<br />Project, and $6)200~000 for continued construction on
<br />the Trinidad Dam, and $1.800,000 to start construc-
<br />tion on the Las Animas Flood Control Project. Those
<br />amounts compared to $31.509,000, $6,400,000 and
<br />$700,000 in his Budget Message for FY 1974. Funds
<br />requested would permit the Bureau of Reclamation to
<br />complete construction on Pueblo Dam. continue con-
<br />struction of the Northside Colleetion System, Mt. EI.
<br />bert Pumped.Back Storage Power Plant, Recreation,
<br />Fish and Wildlife Programs, and necessary Design! 0
