A pennanent administrative committee of five mem' <br />to bers to determine all operation problems is provided for <br />and is to be composed of one representative froin each of <br />the following: eastern Colorado, western Colorado, and <br />the State of Colorado as a whole; and two representa- <br />tives for the United States. <br /> <br />ARKANSAS RIVER COMPACT <br /> <br />The Arkansas River Compact contemplated the con, <br />struction of the Frying Pan-Arkansas Project and specific <br />provisions for the project was made' in Article 4D which <br />provides in substance that the compact does not prevent <br />future development of the river by dams, reservoirs or <br />other works so long as the waters of the Arkansas shall <br />not materially be depleted in usable quantity or availa- <br />bility for use to the water users in Colorado and Kansas <br />under the compact.
