The project plans provide for maintenance of
adequate fish flows on the Roaring Fork, and providing
the cooperation of the holders of existing priorities can be
obtained, fishing' can be improved and recreation en-
hanced. .-
The project interests also emphasize that the exist-
ing Twin Lakes project could participate in sharing of
the benefits to be derived from the project by the pur'
chase of additional service to this existing system capacity
made available by the project. It has been estimated that
such water would be available at a price of $2.00 per
acre, foot and approximately 12,500 acre-feet on the aver-
age would be available for the Twin Lakes people by
virtue of this service.

In addition, project interests point out that this is
the first project in Colorado that has been planned with
full cooperation of representatives of fish and wildlife
interests, that the district representative of the Isaac
Walton League had commended the project on the spirit
of cooperation evidenced in its planning, that the Fish
and Wildlife service and National Park Service had par-
ticipated in the planning of the project from its inception.

OPERATING AGREEMENT

Upon completion, the project will be operated in
conformity with a statement of operating principles
agreed 'to by the east and west slopes of Colorado and
approved by the Colorado Water Conservation Board.

These principles provide that the fundamental, pur,
pose of Aspen Reservoir is replacement storage for West-
ern Colorado as required by state statutes. Aspen reser,
voir will be built without cost to Western Colorado and
no charge will be made for the release of replacement
water. Any portion of the reservoir not needed for this
purpose is considered "surplus capacity" and water stored
in that capacity can be sold to private users in Colorado.

The minimum stream flows of the Frying Pan River
adequate for the protection of fishing will be preserved
and with the consent of the Twin Lakes Reservoir and
Canal Company that Company will refrain from asserting
their decreed priorities whenever the Roaring Fork River
falls below certain specified minimums, provided the proj'
ect furnishes the Twin Lakes Reservoir and Canal Com-
pany with a like amount of water without charge.

Municipal uses of project water are preferred. Proj'
ect lands, except operating reservations required for the
operation of the project, will be open to the public for
recreational use. All rights of western Colorado to Green
Mountain Reservoir on the Blqe River are protected. The
project is subject to the Colorado River Compact, the
Upper Colorado River Basin Compact, the Boulder
Canyon Project Act, and further, in event of curtailment
of use by reason of these compacts, diversions to eastern

" .' _A.
