<br />c.= <br />L":i <br />c.;,) <br /> <br />Existing Water and Related Land Resources Development <br /> <br />-- <br /> <br />c <br /> <br />The power COUE produces at these plants is delivered to distribution coopera- <br />tives which are wholesale customers of COUE and are located generally in the <br />western and southern parts of Colorado. TRGT uses its share of the energy to <br />serve its wholesale distribution cooperative customers located chiefly in the <br />northeastern quarter of Colorado. PRPA divides its share of the energy between <br />its four municipal member systems, Estes Park, Ft. Collins, Longmont, and <br />Loveland, located in north central Colorado. The SARV power is delivered to <br />its member customers by a displacement contractual agreement with WAPA. <br /> <br />All of the utilities in the basin are members of the Rocky Mountain Power <br />Pool (RMPP). This is an informal, noncontractual association of 14 electric <br />systems (public, private, and Federal systems) operating in Colorado, Wyoming, <br />and parts of Montana, Utah, Nebraska, and South Dakota. The pool resolves <br />daily and seasonal operating problems among members and with other intercon- <br />nected pools and groups. Its primary function is to coordinate the activities <br />of the pool regarding operation, including coordination of generation, mainte- <br />nance schedules, underfrequency load shedding, relaying, scheduled outages of <br />key transmission facilities, and investigation and analysis of disturbances. <br />RMPP does not have central planning or central dispatch functions and does not <br />have a staff. The basin's utilities are also members of the Western Systems <br />Coordinating Council (WSCC) which encompasses all the major electric utilities <br />and most of the smaller systems located in the eleven western states and The <br />Canadian Provinces of British Columbia and Alberta. WSCC also overlaps into <br />four bordering states on the eastern edge of the service territory. WSCC is <br />the largest, geographically, of the nine regional councils of the National <br />Electric Reliability Council. Colorado-Ute is also a member of Inland Power <br />Pool, a formal power pool with the principal objective of sharing reserve <br />capacity among its members. Members of the Inland Power Pool operate electric <br />generation and transmission systems in Arizona, Colorado, New Mexico, Wyoming, <br />and portions of Utah and Nebraska. <br /> <br />,i <br /> <br />The principal electric facilities located in the Yampa River basin are shown <br />on figure 4. Major transmission lines radiating from the two powersites are <br />owned or contracted for by the four powerplant owners to deliver their portion <br />of the power. <br /> <br />'. <br />> <br /> <br />Numerous high voltage lines extend from WAPA's major interconnection substa- <br />tion near the Hayden plant. WAPA has a 230-kilovolt line which traverses <br />northnortheast into Wyoming and interconnects with the Archer substation near <br />Cheyenne, Wyoming. Another short 230-kilovolt line of COUE extends east to <br />Steamboat Springs and branches off south to Wolcott, Colorado. A 138-kilovolt <br />line of WAPA extends west from the Hayden substation into Utah where it inter- <br />connects with another WAPA 138-kilovolt line extending east from Vernal, Utah. <br />Also, COUE owns a 138-kilovolt line extending south which interconnects with <br />Public Service Company of Colorado (PSCO). There are two 230-kilovolt lines <br />which interconnect the Craig and Hayden plants.
