It operates on a non- <br />profit basis and provides wholesale electric power and energy to its members <br />whose service territories include all or part of 41 of the State's 63 counties <br />and are located principally in western and southern Colorado. Colorado-Ute's <br />members are local consumer-owned electric distribution cooperative associa- <br />tions serving individual retail customers on a non-profit basis. <br /> <br />There are seven electric entities which own electric properties in the Yampa <br />River Basin: <br /> <br />COUE - Colorado-Ute Electric Association (Public) <br />PRPA - Platte River Basin Authority (Public) <br />SARV - Salt River Project Agriculture Improvement & Power District (Public) <br />TRGT - Tri-State Generation & Transmission Association (Public) <br />WAPA - Western Area Power Administration (Federal) <br />WREA - White River Electric Association (Public) <br />YAVE - Yampa Valley Electric Association (Public) <br /> <br />Four of these utilities own parts of one or both of the two steam electric <br />generating stations in the basin. The two plants are located within 20 miles <br />of each other. One is near the city of Craig, Colorado, in Moffat County, <br />and the other is near the city of Hayden, COlorado, in Routt COunty. Both <br />plants have cooling towers and obtain water from the Yampa River for cooling <br />purposes. Each plant is coal-fired and uses coal from mines within the <br />county in which it is located. The No. 1 <br />unit is owned by COUE. The No. 2 unit is jointly-owned by SARV - 80 percent <br />and COUE - 20 percent. However, the percentages of ownership for this unit <br />are expected to change in the near future.
