It operates on a non- profit basis and provides wholesale electric power and energy to its members whose service territories include all or part of 41 of the State's 63 counties and are located principally in western and southern Colorado. Colorado-Ute's members are local consumer-owned electric distribution cooperative associa- tions serving individual retail customers on a non-profit basis. There are seven electric entities which own electric properties in the Yampa River Basin: COUE - Colorado-Ute Electric Association (Public) PRPA - Platte River Basin Authority (Public) SARV - Salt River Project Agriculture Improvement & Power District (Public) TRGT - Tri-State Generation & Transmission Association (Public) WAPA - Western Area Power Administration (Federal) WREA - White River Electric Association (Public) YAVE - Yampa Valley Electric Association (Public) Four of these utilities own parts of one or both of the two steam electric generating stations in the basin. The two plants are located within 20 miles of each other. One is near the city of Craig, Colorado, in Moffat County, and the other is near the city of Hayden, COlorado, in Routt COunty. Both plants have cooling towers and obtain water from the Yampa River for cooling purposes. Each plant is coal-fired and uses coal from mines within the county in which it is located. Colorado-Ute is the operating agent for both plants. The Craig plant is jOintly-owned by four utilities which own the following shares of the capacity: COUE - 29 percent; SARV - 29 percent; TRGT - 24 per- cent; and PRPA - 18 percent. The No. 1 unit is owned by COUE. The No. 2 unit is jointly-owned by SARV - 80 percent and COUE - 20 percent.
