<br /> <br />.', ''it """ ,"'"'~ <br />t:J~.': <br /> <br />. <br /> <br />The Operating Plan for the 1973 Water Year <br /> <br />Three detailed monthly operation studies have been made which simu- <br />late the proposed operation of Ruedi Reservoir and Turquoise Lake. <br />Two of the studies simulate operations with extremely high or extreme- <br />ly low water supply conditions. Reservoir inflow in 1973 has a l-in- <br />10 chance of being less than the reasonable minimum and a l-in-10 <br />chance of being greater than reasonable maximum. Therefore, actual <br />operations in 1973 have an 8-in-10 chance of falling between the <br />limits of the extreme studies. The third study simulates operations <br />with most probable water supply conditions. <br /> <br />In preparing the operation studies, it was intended to provide the <br />necessary flexibility to change from one set of conditions to another. <br />The ever-changing situation regarding inflows, downstream requirement, <br />etc., will require many adjustments. Operation schedUles will be ad- <br />justed as required. Forecasts of the April through July reservoir <br />inflow will be started on March 1, 1973, and continue on the first of <br />each succeeding month through May 1. <br /> <br />Ruedi Reservoir <br /> <br />. <br /> <br />Operation of Ruedi Reservoir through November 15 is in compliance <br />with a request by U. S. Fish and Wildlife Service representatives. <br />After a three day release of 400 c.f.s. to flush :fines from the redds, <br />releases from the reservoir are to be held to 100 c.f.s. for the <br />period October 4 through November 15. Then, in order to provide maxi- <br />mum flood protection below the dam, the reservoir will be drawn down <br />by March 31 to a point where refilling would be assured under reason- <br />able minimum inflow conditions, theoretically to 56,900 acre-feet. <br />In actual practice, an estimate of probable inflow would be made early <br />in March based on March 1 snow forecast, and draw down would be adjust- <br />ed accordingly. <br /> <br /> <br />West slope recreation interests requested that the reservoir water <br />level not be dra>ln down below elevation 7706.0 (53,122 acre-feet) <br />which is one foot above the base of the Forest Service boat ramp. Un- <br />der reasonable maximum inflow conditions, the reservoir would theoret- <br />ically be drawn down to this capacity. However, under reasonable <br />minimum and most probable inflow conditions the lowest reservoir water <br />level would be somewhat above this elevation. In each case, the reser- <br />voir would fill by the first of July to provide optimum recreation <br />benefits during the summer months. <br /> <br />After July 1 operation plans call for drawing the reservoir down to a <br />point 2 feet below the spillway crest and holding at this state until <br /> <br />. <br /> <br />16 <br /> <br />
