The Board also instructed its staff and the <br />Colorado Attorney General's Office to draft a generic lease <br />agreement for accepting water, water rights, or interests in <br />water. The generic lease agreement will include a provision for <br />protecting the releases (subject to transit losses) to and <br />through the four corners reach and will be enforceable by both <br />the Board and the person or entity providing the water. <br />The second alternative available to protect replacement <br />water released within the State of Colorado is for the holders of <br />water rights to be used to provide replacement water to adjudi- <br />cate the rights to use water outside the State of Colorado, pur- <br />suant to Colorado's water export statute, section 37-81-101 et <br />~, C.R.S.
