<br />tion Program. <br /> <br />Appropriations and water, water rights, or interests in <br /> <br />water acquired by the Board are administered by the State Engi- <br /> <br />neer, along with all other water rights under Colorado law, pur- <br /> <br />suant to his authority under the Water Right Determination and <br /> <br />Administration Act of 1969, sections 37-92-101 et seq., C.R.S. <br /> <br />(1990), and more specifically the provisions set forth in Part 1 <br /> <br />above. <br /> <br />At a special meeting held on September 5, 1991, the Board <br /> <br />determined that a natural environment exists in the four corners <br /> <br />,.- <br />'<, <br /> <br />reach and that the acquisition of water, water rights, or i~ter- <br /> <br />ests in water to provide releases for the benefit of Colorado <br /> <br />squawfish in the four corners reach, as may be necessary under <br /> <br />" <br /> <br />the Memorandum of Understanding and the Supplemental Agreement, <br /> <br />is required to preserve the natural environment to a reasonable <br /> <br />degree during the duration of the Supplemental Agreement.
