<br />CADDOA RESERVOIR STUDY <br />June 1940 <br /> <br />- --AUTHORIZATION; --- -- -- _u --- -- --- __u --- <br /> <br />o <br /> <br />"'-1 <br /> <br />Data regarding the Caddoa Reservoir Projeot and ini'ormation oon- <br /> <br />~ <br />l\:) <br />QO <br />.... <br /> <br />cerning stream flaws, ditoh diversions and related matters, herein assembled, <br /> <br />and the ini'ormation summarized in attached tabulations, have been oompiled <br /> <br />and analyzed at the request of Counsel for the State of Colorado in the oase <br /> <br />of Colorado v. Kansas. This so-oa1led Caddoa Reservoir Study is intended to <br /> <br />assist in the preparation and negotiation of a oonsent deoree, determining <br /> <br />the relative rights of the respeotive States in and to the waters of the Ark- <br /> <br />ansas River, and defining the allocations betvteen them of water stored in <br /> <br />Caddo a reservoir. <br /> <br />STIPULATION. <br /> <br />Under date of Deo. 18, 1933, the two States entered into a stipu- <br /> <br />lation, agreeing to oooperate in the promotion of oonstruotion by the United <br /> <br />States of Caddo a dam, aoross the main ohannel of the Arkansas River, same <br /> <br />fifty-eight miles west of and upstream from the interstate line between <br /> <br />Colorado and KansasJ and agreeing. so far as the two States might, by said <br /> <br />Stipulation, to certain allooations between them of the waters whioh might <br /> <br />be stored in Caddoa reservoir, - it being understood that said al1ooations <br /> <br />were subjeot to suoh operation of said dam and reservoir by the United States <br /> <br />as might be neoessary in oonneotion wi. th the purpose of flood oontrol and the <br /> <br />prevention of flood damages. <br /> <br />The said Stipulation, subjeot to suoh revision and amendment as may <br /> <br />be desirable or neoessary, is expected to form the basis of the proposed <br /> <br />oonsent deoree. Its provi si Olla, in so far as they relate to faotual matters <br /> <br />and to the operation of Caddoa reservoir, are found in paragraphs 2, 3,4, <br /> <br />5, 6 and 9, on pages 3 and 4 next following. <br />-2- <br />
