Municipal/Industrial Water Sales to Augment Junior <br /> <br />Water Rights With a Single Fill Li~itation on Ruedi Reservoir <br /> <br />Under a single fill restriction all inflo~s to Ruedi Reservoir would be <br /> <br />I <br />charged to the reservoir decree beginning in 09toberof each water year. This <br /> <br /> <br />produces an administrative condition on the reservoir known as a paper fill. <br /> <br /> <br />When the ,inflow to the reservoir has exceeded the reservoir storage capacity, <br /> <br />a paper fill is in effect. The reservoir may not have actually physically <br /> <br />, <br />filled at this point, but under the restrictio? of a paper fill additional <br /> <br /> <br />storage of water is prohibited for that reserv~ir decree. The purpose of a <br />I <br /> <br />single fill restriction in water administratio~ is to allow development of <br /> <br />junior water rights in the basin. In the case;of the Colorado River basin, <br /> <br /> <br />this could allow for storage of water in other reservoirs in the basin with <br /> <br /> <br />more junior reservoir decrees or for a second ~ill right on Ruedi Reservoir. <br />, <br />, <br />The Colorado River Water Conservation Districtland Aspen/Pitkin County have <br />I <br /> <br />both filed for a second fill right on Ruedi RejerVoir. <br /> <br /> <br />This alternative is identical to the second alternative (Section 2.1.2) <br />I . <br /> <br />except that the single fill restriction has been imposed. <br />was assumed not to be in effect. <br />The maximum level of water sales which co~ld be achieved under this <br />alternative is 50,800 acre-feet, which would o6cur in a dry year. The level <br />I <br />I <br />of sales in an average year would be 24,700 ac~e-feet. Sales of water would <br />I <br />occur in late summer and early fall when Color~do River flows are lowest. <br /> <br />A second fill right <br /> <br />, <br /> <br />Most months in the year have no need for supplemental releases from Ruedi. <br />
