t04....
1\';' I .:1
... ..

The description of the revised Fountain Valley Conduit will pertain
principally to the new alinement, pipe sizes, locations of pumping
plants, surge tanks and terminal tanks, energy sources, roads and
construction related activity such as construction of camps and
construction access roads.

.

The Fryingpan-Arkansas Project as authorized includes a municipal
and industrial water delivery system. However, prior to any
construction of the delivery system, Section l(c) of Public Law
87-590 requires that "No part of the single purpose municipal and
industrial water supply works involved in the Fryingpan-Arkansas
Project shall be constructed by the Secretary in the absence of
evidence satisfactory to him that it would be infeasible for the
communities involved to construct the work themselves singly or
jointly. "

The Secretary of the Interior first made the determination that it
was infeasible for the communities involved to construct the works
themselves singly or jointly on December 5, 1969, based on the
Commissioner of Reclamation's memorandum report dated November 3,
1969. The Secretary made this same determination for the Fountain
Valley Conduit on November 10, 1976, based on an engineering report
prepared by utilities engineers C. H. Hoper and Associates.

Definitions of technical terms used throughout the supplement are in
the "Glossary" which follows the Bibliography.

.

1-2

.
