<br />t04.... <br />1\';' I .:1 <br />... .. <br /> <br />The description of the revised Fountain Valley Conduit will pertain <br />principally to the new alinement, pipe sizes, locations of pumping <br />plants, surge tanks and terminal tanks, energy sources, roads and <br />construction related activity such as construction of camps and <br />construction access roads. <br /> <br />. <br /> <br />The Fryingpan-Arkansas Project as authorized includes a municipal <br />and industrial water delivery system. However, prior to any <br />construction of the delivery system, Section l(c) of Public Law <br />87-590 requires that "No part of the single purpose municipal and <br />industrial water supply works involved in the Fryingpan-Arkansas <br />Project shall be constructed by the Secretary in the absence of <br />evidence satisfactory to him that it would be infeasible for the <br />communities involved to construct the work themselves singly or <br />jointly. " <br /> <br />The Secretary of the Interior first made the determination that it <br />was infeasible for the communities involved to construct the works <br />themselves singly or jointly on December 5, 1969, based on the <br />Commissioner of Reclamation's memorandum report dated November 3, <br />1969. The Secretary made this same determination for the Fountain <br />Valley Conduit on November 10, 1976, based on an engineering report <br />prepared by utilities engineers C. H.
