<br />. <br /> <br />- ," ~-- r- <br />:..:.~ , .:: <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />This document is a supplement to the Fryingpan-Arkansas Project Final <br />Environmental Statement prepared by the Bureau of Reclamation. The <br />supplement is submitted in compliance with Section 102(2)c of the <br />National Environmental Policy Act of 1969, Public Law 91-190. Its <br />preparation conforms to the Bureau of Reclamation Instructions, <br />Part 376, Chapter 5, dated January 12, 1972, and amended November 6, <br />1972. <br /> <br />This supplement addresses the environmental aspects of a new aline- <br />ment for the Fountain Valley Conduit which is a major feature of the <br />Fryingpan-Arkansas Project. This new alinement was not addressed in <br />the Final Environmental Statement which was filed with the Council <br />on Environmental Quality on April 16, 1975, and numbered INT FES <br />75-43. <br /> <br />. <br /> <br />Reasons for this new alinement were ease of construction; elimina- <br />tion of sand and silt problems which would be encountered at the <br />Canon City intake; availability of Colorado Springs owned water <br />treatment plant site; the new alinement being more compatible with <br />Colorado Springs, Fountain, Security, Widefield, and Stratmoor Hills <br />future plans and water distribution systems; lower costs; and the <br />assurance of a uniform quality of water. <br /> <br />It is the intent of this supplement to address the environmental <br />aspects of the new alinement and not address any other Fryingpan- <br />Arkansas Project features. All the other features, including the <br />former Fountain Valley Conduit alinement, are addressed in the <br />FIlial ElIvlru[lm~I1[.al Sr:ar:ernenL. <br /> <br />The Fryingpan-Arkansas Project, as shown in Figure I-I, is sponsored <br />by the Southeastern Colorado Water Conservancy District. The <br />Secretary of the Interior was authorized to construct, operate, and <br />maintain the Fryingpan-Arkansas Project by Public Law 87-590 dated <br />August 16, 1962. This law appears in Appendix A of the Final <br />Environmental Statement for the Fryingpan-Arkansas Project. <br /> <br />Construction of the project was initiated during the summer of 1964. <br />As of September 30, 1977, the project was nearly 52 percent complete, <br />based on expenditures as of that date. <br /> <br />. <br /> <br />I-I <br />
