<br />SuccesSful test of Glen Canyon Dam's leU spillway
<br />
<br />With the National Weather Service predict-
<br />ing another record spring runolt, the Bureau
<br />ot Reclamation geared its operation at all
<br />reservoirs, and especiillly at Glen Canyon
<br />Dam, toward developing reservoir space
<br />to contain the expected runoft of 173 per-
<br />cent of normal.
<br />
<br />When the runoft season ended, nearly 15
<br />million acre-feet. or 202 percent of normal
<br />had flowed into Lake Powell. The lake ele-
<br />vation reached 3,702 in July, which is 2
<br />feet above the normal full elevation,
<br />
<br />Because of the spillway repair work af Glen
<br />Canyon, the River System was operated in
<br />1984 as if the maximum inflow would be
<br />received, With this operating practice, and
<br />drawing down the reservoirs more than
<br />normal, we were able to contain the run-
<br />oft when the maximum forecast occurred
<br />without using the Glen Canyon spillways,
<br />The left spillway was repaired and ready
<br />for use had it been needed,
<br />
<br />The modification by installation of air slots
<br />was an integral part of the spillway repair
<br />and to prevenf a reoccurence ot the dama-
<br />ges from the destructive flows of 1983
<br />which caused cavitation on both of Glen
<br />

<br />Canyon Dam's 41-foot diameter spillways,
<br />Since the left spillway was used longer at
<br />higher flows, It took the brunt of the dam-
<br />age, although the rrght spillway was also
<br />damaged, Cost of the spillway repair is
<br />estimated to be about $33 million,
<br />
<br />A testing program of the repaired left spill-
<br />way proved'the repair and modification to
<br />be successful. During the 72-hour tests, up
<br />to 50,000 cubic feet per second (cfs) were
<br />run through the spillway tunnel.
<br />
<br />Two separate types of tests were con-
<br />ducted, A step-test at various flows up to
<br />50,000 cfs was conducted to verify the
<br />model that was used to design the spillway
<br />modification, Two separate duration tests
<br />of 24 hours, at a flow of 20,000 cfs, caused
<br />no damage,
<br />
<br />Repair of both the left and the right spillways
<br />is now complete,
<br />
<br />The Bureau of Reclamation is seeking non-
<br />Federal financing for the Diamond Fork
<br />Power System, The construction schedule
<br />was reviewed in consultation with the
<br />private sector to create a more competitively
<br />priced product to market through the
<br />
<br />
<br />Western Area Power Marketing Process,
<br />Costs have been assigned to the revised
<br />schedule and non-Federal financing econo-
<br />mics refined, Western incorporated these
<br />non-Federal costs and our legal and policy
<br />requirements, with their power allocation
<br />criteria inlo a Federal Register notice for
<br />public review and comment. A good mea-
<br />surement of non-Federal interest in financ-
<br />ing the project is expected in 1985,
<br />
<br />Our adjunct team of investment bankers
<br />are very willing to help identify what it will
<br />take to acquire the $240 million of non-
<br />Federal financing that we are seeking,
<br />Western is handling plans for the additional
<br />transmission that might be necessary,
<br />
<br />Four reasons why the proposal is appro-
<br />priate and workable are:
<br />
<br />First, the Diamond Fork Power System is
<br />completely separate from the Upper Basin
<br />Power System, It can stand alone,
<br />
<br />Second, it is different from other power
<br />facilities because it would be constructed
<br />with non-Federal funds,
<br />
<br />Third, as part of the overall agreement, the
<br />non-Federal funders would agree to assist
<br />
