<br />~ <br /> <br />~ <br />~ <br />l' <br /> <br />(~ <br /> <br />~ <br />---- <br />~, <br />~- <br /> <br />CHAPTER II <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />This chapter presents the general approach to the study. The laws, reg- <br />ulations, and guidelines under which the study will be conducted and which <br />will restrict its extent are discussed. Also, the agency that will conduct <br />the study and the involvement of other entities in planning activities are <br />introduced. <br /> <br />The study will be divided into two phases. The first phase will involve <br />a thorough re-ana~ysis of the salinity problems in the unit area utilizing <br />data made available by the Stage One construction and lTIonitoring activities. <br />This phase will also focus on alternative solutions from which the public <br />will be asked to provide input to the Bureau's selection of the most pre- <br />ferred plan. After a preferred plan is identified, a second phase will be <br />initiated. Principal activities of the second phase include collection of <br />feasibility design and environmental data, development of feasibility level <br />designs and estimates for bhe preferred plan selected in the initial phase, <br />and preparation of the reports on the study. The specific conduct of these <br />study phases is discussed in Chapters III and IV. <br /> <br />Regulations and Guidelines <br /> <br />The study will be conducted within the framework of applicable Federal <br />legislation and regulations as well as departmental and agency guidelines, <br />executive orders, and administrative policies, as they relate to water re- <br />source planning and development. <br /> <br />Principles and Standards <br /> <br />Although the Water Resources Council's Principles and Standards for 1 <br />Planning Water and Related Land Resources, established pursuant to Section <br />103 of the Water Resources Planning Act (Public Law 89-80), are currently <br />under review, Grand Valley Unit investigations will follow pertinent and L- <br />appropriate criteria for planning Stage Two. <br /> <br />Bureau of Reclamation Instructions <br /> <br />The Bureau of Reclamation Instructions is a multivolume set of specific <br />standard operating procedures covering every aspect of activity within the <br />agency which have been approved by the Commissioner. These are updated <br />periodically as needed to keep pace with the changing n"eds of the Bureau <br />and water and power resource development. Stage Two planning will bEe con- <br />ducted in accordance with Bureau of Reclamation Instructions. <br /> <br />8 <br />
