It is recolDlllended- <br />(1) That, in addition to the water required to meet down- <br />stream diversion rights, the minimum amounts set <br />forth in table 1 be provided downstream from the di- <br />version structures, and at such time as the entire <br />fiow of any of the streams at the point of diversion <br />is less than this combined amouDt no wl3.ter be diverted. <br />(2) That discharge rates into Mill and Tennessee Creeks <br />be held to a minimum consistent with operation of the <br />project, and such other steps be taken as necessart to <br />protect the fisheries of the above streaml3. <br />(:3) That the applicant provide for replacement. of the <br />HomestakeLake trout habitat as a project cost, and <br />that the applicant in cooperation with the Colorado <br />Game and Fish Department and the Fish and Wildlife <br />Service conduct an investigation to determine the re- <br />placement cost. <br />(4) That all portions of Homestake Reservoir, the collec,- <br />tion canals, and access roads be available to the <br />pUblic for fishing, hunting, and related recreational <br />purposes, except for sections reserved for safety, <br />efficient operation, or protection of property. <br /> <br />,,' <br /> <br />':! . <br />
