~-1I

APPENDIX II

FLOODPLAIN HABITAT RESTORATION PROGRAM

Recommended Major Steps

I. Inventory of floodplain habitats.

Inventory primarily included those habitats between bankfull and 100-year
flood elevations, within the historically-occupied range of the
endangered fishes. An inventory was not conducted for floodplain
habitats between the thalweg and bankfull elevations.

2. Screening of floodplain habitats.

To develop an overview of the upper Colorado River basin, a wide variety
of geographically-scattered floodplain habitats have been screened for
contaminants, hydrology, geomorphology, biology, and land ownership, to
the extent possible. Based on preliminary screening results, and on
discussions at various meetings, screening of candidate restoration sites
will continue, but will be limited to contaminants and willingness of
landowners to cooperate.

3. Selection of river seqments for initial focus of acquisition and
restoration efforts.

Based on present or recent-past distribution and relative abundance of
razorback suckers, and site-screening results.

Mv recommendations:

a. Green River

I) Sand Wash (RM 216) to the razorback spawning bar (RM 311.5).

For acquisition, I would recommend focusing initially between
Brennan Bottom (RM 264) and Jensen (RM 305), where razorback
adults reside; razorback larvae are found; most of the
floodplain is privately-owned; there are several large
floodplain depressions; flood frequency and duration can be
controlled, in part, by Flaming Gorge operations; and
floodplain development has been relatively minimal and is,
therefore, reversible. Also, the draft "Flaming Gorge High
Flow Damage Assessment Report" (developed jointly by the U.S.
Fish and Wildlife Service, the Provo Area Office of the U.S.

I
