January 1, 1973 --- Initiate implementation of OBERS system modifications <br />required to support the 1975 Assessment. <br /> <br />2. January 1, 1974 --- Develop an internal working report which presents <br />the results of analyses made by the NPA/OBERS Work Group to determine <br />what additional projection items are required to support economic evalua- <br />tion procedures made according to material contained within the Principles <br />and Standards. <br /> <br />3. January 1, 1976 --- Finalize documentation of new methodology for develop- <br />ment of 1977 OBERS Report. This will document the results of continued <br />improvement of all projection methodologies and usage procedures required <br />to support future assessments, regional or river basin plans, and imple- <br />mentation studies. Special importance will be assigned to: <br /> <br />a) development of the means for evaluatiing the effects that <br />alternative environmental actions or programs have on <br />projected economic activity within the WRC regions and <br />subparts thereof; <br /> <br />b) development of systems capability to provide short term <br />response to alternative population, economic growth and <br />environmental assumptions; <br /> <br />c) exploration of the means for developing short term pro- <br />jections in greater geographical detail to be more resp on- <br />sive to the needs of State and Regional planning entities; and <br /> <br />d) development of regional production indices which can be <br />applied to the earnings projections contained in the current <br />1972 OBERS Report and which are developed on the basis <br />of regionally projected earnings/output relationships. <br /> <br />4. Annually report progress on the development and use of the OBERS Impact <br />EvaluationS'ystem which is designed to answer the impact analysis require- <br />ments of multi-objective planning. <br /> <br />5. Continued development and maintenance of historical data bases to support <br />the OBERS projection process. <br /> <br />051.8 <br />
