'j <br /> <br />and to address concerns related to maintaining the ability to divert water to the West Pueblo <br />Ditch. <br /> <br />Pueblo Board of Water Works 17 CFS Raw Water Releases From Pueblo Reservoir <br /> <br />The Construction Alternative is not anticipated to have any impact on the Pueblo Board of Water <br />Works' 17 cfs raw water releases from Pueblo Reservoir for two reasons. First, when a release from <br />Pueblo Reservoir is made for Pueblo West, only a corresponding quantity of water will be diverted <br />from the river, Second, releases for Pueblo West and the Pueblo Board of Water Works' 17 cfs raw <br />water releases would typically occur during different seasons. The facilities to be constructed under <br />the Construction Altemative are largely for the purpose of meeting summertime demands, while the <br />l7 cfs raw water releases are anticipated to occur primarily in winter months. <br /> <br />Pueblo West's plans for stabilizing the diversion structure have not been finalized, although they are <br />not anticipated to have any long-term impacts on downstream flows because the proposed stabilized <br />structure will essentially replicate the existing structure. Short-term impacts during stabilization of the <br />structure could potentially have an impact on the Pueblo Board of Water Works' releases. To <br />minimize any potential impacts, the following mitigation is recommended: <br /> <br />· Pueblo West will coordinate all construction and maintenance activities associated with the <br />proposed action with the Pueblo Board of Water Works. Every effort will be made by Pueblo <br />West to conduct construction activities at a time and/or in a manner that has no impact on the <br />Pueblo Board of Water Works ability to convey water down the Arkansas River below Pueblo <br />Dam and divert water to either the Comanche Pump Station or the Whitlock Water Treatment <br />Plant. No activities shall be permitted to occur until written notice has been provided by the <br />Pueblo Board of Water Works indicating that they are aware of the request to proceed with <br />work and concur with the timing of the work and measures to minimize the impacts. <br /> <br />. Pueblo West shall allow the Pueblo Board of Water Works to review any design plans that <br />involve the stream channel, streamside or diversion structure at least 60 days prior to planned <br />construction, Every effort will be made to modify the plans if needed so that the structure does <br />not impact the Pueblo Board of Water Works conveyance of water down the Arkansas River <br />below Pueblo Dam and diversion of water to either the Comanche Pump Station or the <br />Whitlock Water Treatment Plant. <br /> <br />Water Oualitv <br /> <br />The Construction Altemative is expected to have some potential to have temporary impacts on water <br />quality. Construction activities would be anticipated to increase the potential for erosion runoff and <br />in-channel soil disturbance that could degrade water quality temporarily. The following mitigation <br />measures will be required to minimize these impacts. <br /> <br />· Pueblo West will use appropriate Best Management Practices (BMPs) during all ground- <br />disturbing construction and maintenance activities to minimize erosion runoff. <br /> <br />13 <br />
