'.
,;....r /,0
,-Q."1,,1

.
Water Oualitv

No impacts to.water quality would occur under no act jon, because no construction activities would be
undertaken. .

Construction Alternative

Pueblo West Water Use and Arkansas River Conveyance

The Construction Alternative is expected to provide Pueblo West with sufficient means to convey
water for full design build out population of 60,000 residents. Pueblo West estimates they would
reach full build out sometime in 2019.

Under this alternative, annual water use is expected to be 10,763 AF or a monthly average of 934 AF
at full build out in 2019. This equates to an approximate average daily flow of 15.6cfs, or
approximately 6.6 cfs more than under no action.

Again, this amount of increase in deliveries to PuebloiWest is not anticipated to have any impact on
net Arkansas River flows. The State and ReclamatioIl anticipate continuing their collaboration to
regulate Arkansas River flows by adjusting Project fldws for the foreseeable future.

West Pueblo Ditch

The Construction Alternative could impact flows to the West Pueblo Ditch. Pueblo West anticipates
using the existing structure that diverts water to the West Pueblo Ditch to also divert water to their
proposed river intake. Pueblo West would stabilize t~e existing diversion structure by, most likely,
pressure grouting the structure. Consequently, there i$ potential for the Construction Alternative to
have both temporary and long-term impacts on West Pueblo Ditch diversions. Temporary impacts
would most likely occur due to construction activities in or near the stream channel. Long-term
impacts could result from modifications of the channel or the diversion structure that result in _
permanent impacts to West Pueblo Ditch diversions.

The following mitigation measures are proposed to a~oid both the potential temporary and long-term
impacts of the Construction Alternative. .

. Pueblo West will coordinate all construction and maintenance activities associated with the
proposed action with Lake Pueblo State Park and Reclamation's Pueblo Field Office. Every
effort will be made by Pueblo West to conduct construction activities at a time and/or in a
manner that has no impact on use of West PuelJlo Ditch diversions. No activities shall be
permitted to occur until written notice has been provided by each entity indicating that they are
aware of the request to proceed with work and! concur with the timing of the work and
measures to minimize the impacts.

. Pueblo West shall allow Lake Pueblo State Park and Reclamation to review any design plans
that involve the stream channel, streamside or diversion structure at least 60 days prior to
planned construction. Every effort will be made to accommodate requests to modify the plans

12
