<br />Written comments may also be submitted at any time during the con- <br />sultation and comment period. <br /> <br />After public discussions and review of public comments, Western <br />will make a dec i s ion as to the most appropr i ate opt i on to use and will <br />announce a proposed power rate. <br /> <br />It is anticipated that determinations can be made so that the <br />Assistant Secretary for Conservation and Renewable Energy will be able to <br />put a provisional or interim rate in effect by about June 1982, which <br />rate will be subject to approval by the Federal Energy Regu1 atory <br />Commission (FERC), <br /> <br />II. RATE ADJUSTMENT PROCEDURE <br /> <br />A. Announcement of Proposed Rates and Consultation and Comment <br />Period. The procedures adopted by the Department of Energy for power <br />rate adjusments give interested persons a reasonable opportunity for par- <br />ticipation in the development of power rates. The first step in this <br />procedure is the issuance of a Federal Register Notice and distribution <br />of this brochure, announcing the proposed rates and the criteria used in <br />determining the rates. The second step is a public consultation and com- <br />ment period which starts with the date of the Federal Register I~otice and <br />ends not less than 90 days thereafter. During this period, interested <br />persons will have the opportunity to consult with and obtain information <br />from Western representatives. They also may examine repayment study data <br />and suggest changes in the rates and criteria. <br /> <br />B. Public Information Forum. A public information forum is <br />scheduled for: <br /> <br />9:30 a,m., November 19, 1981 <br />Downtown Inn <br />717 Central Northwest <br />Albuquerque, New Mexico <br /> <br />At this forum, Western representatives will explain the proposed <br />rates' and criteri a, and will answer quest ions. Quest ions that Western <br />representatives cannot answer at the forum will be answered in writing at <br />least 15 days before the end of the consultation and comment period. The <br />forum will be transcribed, and copies of the transcript will be available <br />upon request from the firm providing the service. <br /> <br />C. Public Comment Forum.
