<br />23 <br /> <br /> <br />0688 <br /> <br />On September 30, 1954 Charles H. Boustead was elected <br />as President of the Arkansas Valley Water Development Associa- <br />71 <br />tion. Mr. Boustead was a~ ereployee of C.F.&I. and a member <br />of the Pueblo City Council, the Pueblo Chamber of Commerce and <br />would prove to be very important to the Fryingpan-Arkansas <br />72 <br />Project. <br /> <br />1956 marked the year in which the Colorad~River <br /> <br />Storacre projec t Act was passed by Congress. 'l'his act authorized <br />a number of projects in western Colorado and was strongly supported <br />by the entire state. This unified support would soon end how- <br />ever, because Denver insisted prior to the passage of the act <br />that at least one transmC)untain diversion be included in the <br />Storage Project Act. As a result the State Board divided with <br />the Western Slope members united against the Fryingpan-Arkansas <br />Project and the Eastern Slope voting for the Fryingpan Project. <br />The situation waS' such that the entire Fryingpan-Arkansas Project <br />73 <br />came to a complete halt and was not revived again until 1958. <br />President Eisenhour visited the Southeastern part of <br />Colorado in January of 1957. The president was a proponent of <br />the Project but, the actual reason for his visit was to declare <br />74 <br />the Arkansas Valley a drought area.
