The confusion during the Rule vote was instigated by <br /> <br />sylvania, Hosmer <br /> <br />bill most notably Congressmen Saylor of Penn~ <br />69 <br />of California, and Haley of Florid~. <br /> <br />opponents of' the <br /> <br />It is important to note that during the period 1953- <br />1955 the Senate under the sponsorhsip of Senators Johnson, <br />l1illiken, Allott, and Carol approved the Fryingpan-Arkansas <br />Project as submitted, on three separate occasions.
