The Rule on the Fryingpan~Ark9.nsas bill was pre~ <br /> <br />sented to the House 1'0;. approval on July 28. \fuile the V()tE' <br />was being taken o'n the Hule, confusion broke out. People <br /> <br />began chahging their votes, and instead of a tie vote on tlb <br /> <br />Rule which ,iQuld have been broken favorably by the Speaker of <br /> <br />the House, Joe Hartin of' :rasse,chusettes, tlie vote was finally <br /> <br />calculated as 188 for the Fryinz*an-Arkansas Project and 195 <br /> <br />opposed. This resulted j,n the bill bein [;killcc for that year <br /> <br />and would have to be re1-rri:t1,en and re~introduced t.le fol101~ing <br /> <br /> <br />year. The confusion during the Rule vote was instigated by <br /> <br />sylvania, Hosmer <br /> <br />bill most notably Congressmen Saylor of Penn~ <br />69 <br />of California, and Haley of Florid~. <br /> <br />opponents of' the <br /> <br />It is important to note that during the period 1953- <br />1955 the Senate under the sponsorhsip of Senators Johnson, <br />l1illiken, Allott, and Carol approved the Fryingpan-Arkansas <br />Project as submitted, on three separate occasions.
