The General <br />Contractor, in conducting its work under Study Element B-1, lnterbasin <br />Transfer Assessment, maintained continuing liaison with the Corps through the <br />di rect part i ci pati on by the Proj ect Oi rector and other staff in all aspects <br />of this work. <br /> <br />The Corps I Pl an of Study and schedul e for its work, and the Pl an of <br />Study of the General Contractor were designed to provide necessary exchange <br />of inputs and outputs. The Corps, with the General Contractor, identified <br />all reasonable potential sources that might provide supplemental water for <br />subregi ons withi n the si x-state Study area through interbasi n transfers, <br />either intra- or interstate or both. The Lower Mississippi River and <br />Columbia River systems were excluded from consideration in accordance with <br />Congressional intent as indicated in the Committee reports. <br /> <br />PURPOSE <br /> <br />The B-1 studies have the basic purpose of identifying potentials and <br />opportunities for interbasin water transfers to the High Plains Region--both <br />intrastate and interstate. The imported water supplies would be used pri- <br />marily to supplement existing supplies in the High Plains-Ogallala Region in <br />order to maintain irrigated agriculture. This purpose is in direct response <br />to the mandate of the enabling legislation--"to develop plans to increase <br />water supplies in the area including but not limited to the transfer of <br />water from adjacent areas*". <br /> <br />Thus, the enabling legislation itself, and the intent of Congress as <br />expressed through the 1 egi sl ati ve heari ngs that preceded the enactment of <br />P.L. 94-587, restricted the geographic focus of the interbasin water <br />transfer studies to "adjacent" areas and streams, excluding any further ana- <br />lysis of the Mississippi River, streams in the Northwestern U.S., or inter- <br />national (Canadian) sources from this study. <br /> <br />* Emphasis added. <br /> <br />5 <br />
