It was concluded that no action relative to the <br />proposals was necessary from the Executive Subcommittee or <br />the Parent Committee at this time. <br /> <br />Mr. John W. Keys III, Chief of the Colorado River Water <br />Quality Office of the Bureau of Reclamation gave a slide- <br />talk presentation on the Colorado River Salinity Control Pro- <br />ject of the Bureau as authorized by P.L. 93-320. <br /> <br />~1r. William C. Fecke, Assistant State Conservationist <br />from the Denver office of the Soil Conservation Service gave <br />a slide-talk presentation of the on-farm program for salinity <br />control in the Grand Valley of western Colorado. The work on <br />this program is being done as a part of the Grand Valley salin- <br />ity control unit authorized by P.L. 93-320. <br /> <br />There was a discussion as to who would represent PSIAC <br />from the Depatment of Energy. Mr. Robert p. Cook, secretary <br />of the Parent Committee reported that William C. Arntz, <br />Regional Representative stationed at San Francisco has been <br />designated as the committee member, with James D. Russell as <br />alternate. Mr. Russell is Director of Congressional and Inter- <br />governmental Relations. No designation has been made as to <br />the representative on the Executive Subcommittee. Eugene <br />Neblett of the Federal Energy Regulatory Commission will attempt <br />to get this resolved and report to Mr. Cook. <br /> <br />After lunch four representatives of the Consortium of <br />Water Institutes and Centers joined the meeting. They were <br />Dr. Norman A. Evans and Dr. Robert Young from Colorado State <br />University, Dr. Jay Anderson of Utah State University, and <br />Dr. Frank Robinson of the University of California. Dr. Evans <br />gave the background of the report entitled "Salinity Management <br />Options for the Colorado River." Dr. Anderson reviewed portions <br />of the report and explained why a total damage function was <br />not included. He and other CWIC members present felt additio- <br />nal background data would be necessary for any in depth study <br />of total salinity impacts. However, they felt that the data <br />available for agricultural damage was adequate. Dr. Robinson <br />discussed the Coachella Valley data and the procedures for <br />determining crop distributions as used in the report. <br /> <br />There was considerable discussion as to the need for <br />additional research to improve portions of the report. It <br />was concluded that, although such additional research would be <br />desirable, considering the time and fundin~ constraints, it <br />was doubtful that much additional work could be done on the <br /> <br />C-4 <br />
