<br />002772 <br /> <br />PACIFIC SOUTHWEST INTER-AGENCY COl~\ITTEE <br />EXECUTIVE SUBCOtU~ITTEE <br /> <br />MINUTES OF APRIL 5, 1978 MEETING <br /> <br />Sheraton Old Town Inn <br />Albuquerque, New Mexico <br /> <br />The meeting was called to order at 9:00 a.m., with <br />fourteen members and visitors present. The minutes of the <br />77-3 meeting at Las Vegas, Nevada were approved as published <br />by the Parent Committee. <br /> <br />Phil Macias reported that to date no decision as to the <br />status of the Regional Planning Officers of the Department of <br />the Interior has been announced. <br /> <br />Eugene Neblett reported on the organization and functions <br />of the Federal Energy Regulatory Commission of the Department <br />of Energy. This is the old Federal Power Commission. <br /> <br />Phil Macias gave a comprehensive report on the Water <br />Resources Council's Draft Policy Statement on Consistency of <br />Federal Activities with Approved Regional Water Resource <br />Management Plans, and Draft Procedures for Federal Partici- <br />pants in Regional Water Management Planning. Mr. Macias <br />speculated that the Water Resources Council requested the staff <br />to prepare these two documents because the Council felt it <br />needed to continue to move forward to comply with and meet its <br />responsibilities under Sections 102, 103 and 104 of the Water <br />Resources Planning Act (P.L. 89-80). <br /> <br />It appears that if the draft policies and procedures <br />were implemented, it would give the Water Resources Council. <br />veto power over proposed actions and plans of other federal <br />agencies as well as over their proposed budgets. Reactions <br />of the member agencies of the Water Resources Council have not <br />been favorable to date. <br /> <br />Further studies are to be made both by the Council and <br />the Council staff in an attempt to resolve the conflicts. <br />There will also be an attempt to arrive at a workable procedure <br />to effectively address comprehensive regional planning on a <br />consistent basis including integration into the federal budg- <br />eting process. <br /> <br />There was a lengthy discussion of the ramifications of <br /> <br />C-3 <br /> <br />
