<br />It was moved that the changes recommended in the <br />Memorandum to Members of this Committee be approved. <br />seconded and approved by a voice vote, <br /> <br />22 February 1978 <br />The motion was <br /> <br /> <br />7^1'I <br />002 i)' <br /> <br />In connection with the above, it was pointed out that the PSIAC <br />had written a letter to Mr. William C. Arntz, Regional Administrator, <br />Department of Energy, inviting him to become a member of the Committee. <br />In the letter it was pointed out that Mr. Eugene Neblett, Regional <br />Engineer, Federal Energy Regulatory Commission, was a member of the <br />Committee. <br /> <br />Mr. Arntz, by a return letter, was pleased to accept the invi- <br />tation to represent the Department on the PSIAC. He also named Mr. <br />James D. Russell, Director, Congressional and Intergovernment Relations, <br />as his Alternate. <br /> <br />He did not mention the membership of the Federal Energy Regulatory <br />Commission on the PSIAC. <br /> <br />So this raised the question as to who should represent the Depart- <br />ment of Energy on the PSIAC, the Regional Engineer of the Federal <br />Energy Regulatory Commission, who was the member when it was the Federal <br />Power Commission, or the Regional Administrator of the Department of <br />Energy. <br /> <br />Mr, Neblett felt it was perfectly appropriate to delete the Federal <br />Power Commission as an agency that no longer exists and the appropriate <br />replacement was the Department of Energy. Exactly who the represent- <br />ative should be is certainly something to be left within the Depart- <br />ment of Energy and he should say no more about it. <br /> <br />Mr. Neblett will be furnished copies of the correspondence and <br />discuss it in his own Department and let the PSIAC know what the <br />decision is. <br /> <br />9, Presentation by Mr. Neil Pfu1b, Director of the California Desert <br />Planning Staff, Bureau of Land Management, on Their California <br />Desert Study <br /> <br />Mr. Macias. You will recall about a year ago when we met, I think <br />it was in Las Vegas, that I indicated that the Bureau of Land Management, <br />one of the agencies in Interior, was launching the California <br />Desert Study and I thought it would be of interest to PSIAC at some <br />future time to have a progress report on this particular study. It <br />is a unique study, which I'm not going to get into details because <br />you will be hearing that from Mr. Pfu1b, who is the Director of the <br /> <br />B-7 <br />
