<br />.C) <br />.;. t;:) <br />, < {,.) <br /> <br />i',) <br />o <br /> <br />The latest draft version of the Procedures with this accompanying report will <br />be mailed to persons, agencies, and organizations interested in nonnative fish <br />management on the Recovery Program's mailing list for a 30-day review and <br />comment period. In addition, the Colorado Division of Wildlife will provide <br />copies cf the Procedures to persons on their mailing list. Public meetings <br />will be scheduled in September, I995 in Craig, Colorado; Grand Junction, <br />Colorado; Denver, Colorado; Vernal, Utah; and Rock Springs, Wyoming to discuss <br />the Procedures, answer questions regarding them, and seek public input. <br /> <br />;. \.~ <br /> <br />An Environmental Assessment, addressing various alternatives. considered in the <br />stocking of nonnative fishes in the Upper Colorado River Basin, will be <br />prepared following the process for complying with the National Environmental <br />Policy Act. This Environmental Assessment will also be mailed widely tc <br />agencies, organizations, and interested parties for an additional 3D-day <br />review and comment period, <br /> <br />Legal notices of a summary of the contents of the Environmental Assessment and <br />locations where the assessment may be obtained will be published in key <br />newspapers in Colorado, Utah, and Wyoming, The public will have 30 days to <br />review the Environmental Assessment and provide comments to the U.S. Fish and <br />Wildlife Service. <br /> <br />COMPLIANCE WITH ENVIRONMENTAL LAWS <br /> <br />Various alternatives that were considered for management of nonnative fish <br />stocking as well as the draft Procedures will be summarized in an <br />Environmental Assessment, The environmental impacts of the various <br />a lternat i ves wi 11 be analyzed in re 1 at i on to endangered fi sh recovery and <br />development of diverse sportfishing opportunities for anglers located on the <br />western slope of Colorado. <br /> <br />The public meetings that were identified in the previous section will be held <br />as scoping meetings under the National Environmental Policy Act (NEPA). The <br />broad mailing of the Environmental Assessment will also be done in compliance <br />with NEPA. All comments received (oral at the public meetings or written on <br />the assessment) will be carefully reviewed and appropriate changes will be <br />made in the Procedures and Environmental Assessment, as necessary. <br /> <br />A final Environmental Assessment and decision document will be prepared and a <br />notice of the decision on this action published in key newspapers in Colorado, <br />Utah, and Wyoming by the U,S. Fish and Wildlife Service. A Section 7 <br />consultation of the Procedures and final Environmental Assessment will be made <br />under the Endangered Species Act. <br /> <br />IMPLEMENTATION OF THE PROCEDURES <br /> <br />A Memorandum of Understanding will be developed between the States of <br />Colorado, Utah, and Wyoming and the Service that will form the basis for the <br />various responsibilities by the agencies. The final Procedures will be <br />printed and made available to the public, private landowners, and the private <br />aquaculture industry. Regulations to implement the Procedures will be adopted <br />by the States of Colorado, Utah, and Wyoming. <br /> <br />5 <br />
