<br />My DEAR MR. CHAIRMAN: 1. The Committee on Flood Control of
<br />the House of Representatives, by resolution adopted on May 13, 1943,
<br />requested the Board of Engineers for Rivers and Harbors to review
<br />the reports on the Missouri River contained in Honse Document No.
<br />238, Seventy-third Congress, second session, and House Document
<br />No. 821, Seventy-sLxth Congress, third session, with 8 view to detcr-
<br />mining whether any modific"tion Bhould be m"de thcrein at this time
<br />with respect to flood control along the m"in stem of the Missouri
<br />River from Sioux City, Iowa, to its mouth. I enclose the report of
<br />the Bo"rd in respol1ge thereto.
<br />2. Tho Board concurs in the report of the division engineer and rec-
<br />ommends modification of the approved general comprehel19ive plan
<br />for flood control and other purposes in the Missouri River Basin to
<br />include 12 additional multiple-purpose reservoirs, works to divert water
<br />to the Devils L"kc "nd ,I"mes River Basin regions, "nd a system of
<br />levees and appurtenant works along the Missouri River between Sioux:
<br />City and the mouth, in geneml accordance with the plan of the divi-
<br />sion angineer, as shown on the accompanying map, with such nlOdifi-
<br />cations thereof and changes therein as tne Secretary of War and Chief
<br />of Engineers may find advisable, at an estimated cost to the United
<br />States of $481,600,000 for these addition,,1 works, with local coopera-
<br />tion lIS specified in the Board's report. The Bo"rd further recom-
<br />mends tn"t in addition to previous authorizatiol19 of funds tnere be
<br />authorized, for "ppropriation, funds sufficient to provide for initi"tion
<br />'and prosecution of the expanded general comprehensive plan in 10gic,,1
<br />steps. '
<br />3. The reports of the division engineer and the Board were referred
<br />to the Bureau of Reclamation, the Federal Power Commission, and
<br />the Department of Agriculture fol' their comments. Several confer-
<br />ences have also been held hoth in Washington and in the field between
<br />representative.' of these agencies and of the Corps of Engineers.
<br />The views and comments of the three agencies are contained in full
<br />in the letters of reply which accompany this report. '
<br />4. The Dep"rtment of Agriculture states that, although its respon-
<br />sibilities do not ~lYtbrace the construction of the types of engineering
<br />works discussecll\in the report, t,he benefits of the proposed program
<br />for flood contrSr, irrigation, power, navigation, wildlife, recren.tion,
<br />aud other multiple-purpose developments are of great concern to
<br />the interests of agriculture in this important area and will ,haye a
<br />d' t bearing on the use of the rural resources of the basin. Both
<br />t roughts of recent years and the disastrous /loods of 1943 demon-
<br />strthe need for sucn a comprehensive plan of multiplc-purpos~
<br />'re 'on and developmcnt of the upper Missouri, River. The
